Withholding Tax in Tanzania: Rates, Deadlines and Certificates
A practical guide to understanding withholding tax (WHT) in Tanzania, covering the key 2026 rates, payment deadlines, withholding VAT, and step-by-step compliance for business owners.

Withholding tax in Tanzania requires a payer to deduct tax from specified payments, remit it to TRA and provide the recipient with evidence. The correct rate depends on the payment, residence, relationship between parties, sector, treaty and whether the tax is final. A good process classifies the contract before payment and never chooses a rate from a generic vendor label alone.
Common income-tax withholding rates
The following current TRA rates are useful starting points for Mainland transactions. Confirm the exact facts before applying them.
| Payment | Resident rate | Nonresident rate | Key note |
|---|---|---|---|
| DSE-listed dividend | 5% | 5% | Also 5% for qualifying resident company-to-company dividend with at least 25% holding. |
| Other dividend | 10% | 10% | Subject to the statutory classification and treaty position. |
| Interest | 10% | 10% | Special instruments or exemptions may differ. |
| Royalty | 10% | 10% | Check source, IP rights and treaty. |
| Commercial rent | 10% | 10% | Identify commercial versus other property/use. |
| General service fee | 5% | 15% | Residence, source and PE/treaty issues matter. |
| Technical services to mining | 10% | 15% | Sector-specific rule. |
| Natural-resource payment | 15% | 15% | Confirm definition. |
| Goods supplied to government/institutions | 2% | Check facts | Applies to designated institutional payers. |
| Hiring a motor vehicle | 10% | Check facts | Resident rate shown by TRA. |
| Non-full-time director fee | 15% | 15% | Generally non-final. |
| Money-transfer agent commission | 10% | Check facts | Payer and payment must fit the rule. |
| Precious metals/gemstones from PML or artisanal miner | 2% | Check facts | Sector and licence status matter. |
| Forest produce single instalment | 2% | Check facts | Finance Act 2026 reduced the rate from the older 3% text. |
| Nonresident insurance premium | — | 10% | Introduced by the 2025 amendments. |
“Check facts” is intentional. TRA’s rate table cannot replace a contract and residence review, and tax treaties may cap a domestic rate when the recipient proves eligibility.
Income-tax withholding versus withholding VAT
These are different systems:
- Income-tax withholding is deducted from specified income and is normally remitted within seven days after month-end.
- Withholding VAT applies only to appointed agents and is reported within ten days after the tax period.
From 1 July 2026, the underlying standard rate remains 18%, but an appointed agent withholds 3% of the tax-exclusive consideration for goods or 6% for services; the supplier accounts for the remaining 15% or 12%. Mixed supplies may require a 3:2 goods/services apportionment where the components are not separable. Treat this as VAT withholding, not income-tax WHT.
How to apply withholding tax step by step
Step 1: Review the contract before approval
Identify what is actually being supplied, the legal recipient, residence, source, gross amount, tax clause, VAT status and whether the payment combines goods, rent, licence rights and services. Split components only when commercially and legally supportable.
Step 2: Confirm the payer is required to withhold
Not every customer is a withholding agent for every payment. Check the Income Tax Act, current TRA guidance and any appointment for withholding VAT.
Step 3: Select the rate and tax base
Document the rate source and whether it applies to the gross amount, VAT-exclusive amount or another statutory base. Obtain a tax-residence certificate and treaty analysis before reducing a domestic nonresident rate.
Step 4: Calculate the deduction
Example: A resident company pays a resident consultant a TZS 8,000,000 service fee before VAT. If the general resident service-fee rule applies, income-tax WHT is TZS 400,000 at 5%. The contract and VAT invoice determine the cash settlement. If the payer is also an appointed VAT withholding agent, calculate withholding VAT separately under the VAT rules.
Example: Monthly commercial rent is TZS 5,000,000 and the 10% rule applies. Income-tax WHT is TZS 500,000. The payer remits the deduction and should give the landlord the corresponding certificate so the landlord can claim the appropriate credit or account for final tax, depending on status.
Step 5: Record recipient details
Maintain the payee’s legal name, TIN, residence, invoice, contract, gross amount, rate, tax deducted, payment date and tax period. Incorrect TINs can prevent a certificate from appearing correctly.
Step 6: File and pay on time
Remit income-tax withholding within seven days after the end of the month. Use the TRA portal, submit the correct schedule, generate the payment reference and verify posting.
Step 7: Issue and reconcile the certificate
TRA states that, after payment, a withholding certificate can be printed from the Tax Payment section of the Taxpayer Portal. Give it to the recipient promptly. Reconcile the WHT control account to certificates and payments monthly.
Required documents and information
- Signed contract, purchase order and supplier invoice.
- Supplier legal name, TIN, VRN and physical address.
- Residence status and, for treaty relief, valid residence certificate.
- Description and source of the service, asset or right.
- Gross amount, VAT analysis and payment date.
- Approved rate memo for unusual or mixed payments.
- Filed schedule, payment receipt and certificate.
- Recipient confirmation where a certificate was corrected.
Deadlines and consequences
Income-tax WHT is due within seven days after month-end. Withholding-VAT agents file and remit within ten days after the period. Late payment attracts interest at the statutory rate, and late filing can attract monthly penalties. Because the public TRA guidance does not state one stable numerical interest rate, verify the rate shown on the current assessment rather than inserting an old percentage.
Final and non-final withholding
Some withholding fully settles the recipient’s tax on that income; other withholding is a credit against the recipient’s final liability. For example, TRA describes non-full-time director withholding as non-final. The recipient should not assume every certificate creates a refundable credit, and the payer should not advise on finality without checking the recipient’s status and the Act.
Common withholding mistakes to avoid
- Applying 5% to every supplier because “services” appears on the invoice.
- Deducting income-tax WHT from VAT without checking the tax base.
- Confusing withholding income tax with withholding VAT.
- Using a treaty rate without a valid residence certificate and eligibility analysis.
- Failing to split a genuine mixed contract or artificially splitting one to reduce tax.
- Remitting under the wrong recipient TIN.
- Paying TRA but not giving the supplier a certificate.
- Assuming the recipient is resident because it has a Tanzanian bank account.
- Using the old 3% forest-produce single-instalment rate after the 2026 change.
Withholding tax practical checklist
- Review the contract before the invoice is approved.
- Confirm payer, recipient, residence, source and payment category.
- Record the official source for the selected rate.
- Calculate income-tax WHT and withholding VAT separately.
- Deduct at the legally correct point.
- File and pay income-tax WHT by the 7th.
- File withholding VAT by the 10th if appointed.
- Download and issue the certificate.
- Reconcile the control account to TRA postings monthly.
- Preserve treaty and classification evidence.
Frequently asked questions
When is withholding tax due in Tanzania?
Income-tax withholding is generally remitted within seven days after the month in which it was withheld. An appointed withholding-VAT agent uses a ten-day deadline for that separate VAT return.
How can a supplier get a withholding certificate?
After the payer submits and pays correctly, the certificate can be printed from the Tax Payment area of the TRA portal. The supplier should follow up if the TIN, amount or period is wrong.
Is service withholding always 5%?
No. TRA lists 5% for a general resident service fee and 15% for a nonresident, but sector rules, payment definitions, permanent establishment and treaties can change the treatment.
Should WHT be calculated on a VAT-inclusive amount?
The applicable tax provision and invoice determine the base. Do not automatically withhold from the VAT component. Document the calculation and distinguish income-tax WHT from VAT withholding.
Can the recipient recover WHT?
It depends on whether the withholding is final and on the recipient’s final tax position. A valid certificate is essential where a credit is permitted.
